Statement of Reasons
Cowbar Lane Traffic Regulation Order 2021
The Council has received many complaints regarding the volume of traffic driving and parking along Cowbar Lane between Red House Farm and Cowbar Bank. The lane is narrow so that vehicles drive and park on the verge. They create a traffic hazard and cause damage to the highway verges. It is also necessary to reduce the traffic into the village to minimise the adverse effect of excessive traffic on the stability of the road.
In order to protect the integrity of the road, the Council is introducing a Traffic Regulation Order that will introduce ‘No Waiting at Any Time’ parking restrictions along both sides of Cowbar Lane from Red House Farm to the start of the existing prohibition of driving order at Cowbar Car Park. There will be limited exemptions for the emergency services, statutory undertakers and highway maintenance.

(CONSOLIDATION) (AMENDMENT) ORDER (NO 1) 2021
The Council of the Borough of Redcar and Cleveland (hereinafter referred to as “the Council”) under Sections 1, 2, 4, 32, 35, 45, 47, 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as the “Act of 1984”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984 hereby makes the following Order.
1. This Order shall come into operation on the day of 2021, and may be cited as the Redcar and Cleveland Borough Council (Brotton, Loftus, Carlin How and Easington) (Waiting, Loading and Parking Places) (Consolidation) (Amendment) Order (No 1) 2021
2. The Redcar and Cleveland Borough Council (Brotton, Loftus, Carlin How and Easington) (Waiting and Loading and Parking Places) (Consolidation) Order 2003 is hereby amended by inserting the following into the order
Cowbar – Schedule No 1.00 No Waiting at any time
Cowbar Lane South side from a point 42m from the A174 Whitby Road to the beginning of the Prohibition of Driving Restriction a distance of 1012 metres
Cowbar Lane North side from a point 65m from the A174 Whitby Road to the beginning Of the Prohibition of Driving Restriction a distance of 1025 metres

The Council proposes to make an Order under the Road Traffic Regulation Act 1984 the effect of which will be to amend the Redcar and Cleveland Borough Council (Brotton Loftus, Carlin How and Easington) (Waiting and Loading and Parking Places) Consolidation Order 2003 by imposing no waiting at any time restrictions on the South side of Cowbar Lane Cowbar from a point 42m from the A174 Whitby Road to the beginning of the Prohibition of Driving Restriction a distance of 1012 metres and on. Cowbar Lane North side from a point 65m from the A174 Whitby Road to the beginning of the Prohibition of Driving Restriction a distance of 1025 metres.

The Council also proposes to make an Order under the Road Traffic Regulation Act 1984 the effect of which will be to amend the Redcar and Cleveland Borough Council (Off Street Parking Places) Consolidation Order 2003 (“the Order “) by adding Cowbar Lane Car Park to the Order and providing for the parking only of vehicles the drivers of which have a disabled person’s permit, a Cowbar Residents’ Permit or are emergency services, statutory undertakers or Local Authority vehicles in the course of their duties.
