Minutes for Committee Meeting 11th March 2008 at 7.30pm.

1) Phil Mead opened the meeting at 7.30pm.
Phil informed the committee that he had attended a meeting with DEFRA regarding the introduction of restrictions on sea anglers. Phil said he felt the main problem the fishing club could face in the future is the introduction of catch restrictions in the form of bag limits. Phil said he had given his email address to DEFRA so that they could send him any future correspondence.
2) Dave Perrett gave a treasurers report and showed the accounts for this year including Open matches.
Dave also reminded Paul Kilpatrick that the sponsorship money had not come in for this years Ship Inn Open match (£100 Mike Kilpatrick).
3) Glenn gave a secretaries report and passed around the dates for the Filey Open matches in the coming season.
4) This years presentation was discussed. Dave, Phil and Glenn have arranged this for The Stables on the 19th April 2008. Orders and full payment must be given to Dave Perrett before the last match of the season.
5) Dave Johnson’s standing down as treasurer was discussed. Please see dave Perrett for further details should you need them.
6) Next seasons AGM was discussed. It was decided to hold it slightly earlier, hopefully 3rd September. William Atkinson is to check out the possibility of using the Rifle Club.
7) Glenn discussed the clubs constitution, or rather lack of constitution. Glenn told the committee that only ‘constituted clubs’ may apply to NFSA for insurance. Also, that if we had a constitution then we would be able to apply for funding to Scarborough Borough Council. Glenn was given permission to work on a constitution and to present this to the AGM for full endorsement.
8) A discussion was held on Insurance. It was decided that the club needs insurance to participate in the Penn Sea League. It was decided to pursue insurance with the Northern Federation of Sea Anglers. This option was chosen on a cost basis (significantly cheaper) and also because the club felt that NFSA had supported the RSA Strategy which holds potential threatening restrictions on sea anglers which could damage our club.
9) Phil Mead discussed his desire to introduce a B League within the fishing club. Phil said he felt this structure may keep more anglers fishing in latter stages of the season. Phil and Glenn told the committee that they were aware Filey club already run a B League and that their club is currently in a very strong position with a lot of members who turn out right until the last match of the season.
The committee told Phil he needed to come up with a concrete plan to present at the next AGM.
Phil agreed to research how Filey’s B League works and then put something on paper to present at the AGM.
10) Any Other Business – It was brought to the committees attention that there have been complaints regarding some of the clubs members breaking the club rule regarding match fees.
It was discussed that 3 of the clubs members had weighed in fish, during matches they hadn’t paid to enter.
It was stated that the club rules dictate that any weights caught by members who haven’t paid to enter the match should be deducted from their grand total.
It was noted that in any other match ie Open Match), that if you haven’t paid to enter you may not take part.
William Atkinson asked if these people had contacted a committee member prior to fishing the match – as stipulated in the rules.
It was agreed that this had not happened.
There was a long discussion on this issue with the committee being split on the decision to deduct weights or to let this pass with no consequence.
Glenn proposed a compromise that this rule should not be enforced until all members had been made aware of the ruling.
This was seconded by George Middlemas and passed with 4 members voting not to enforce the rule and 3 voting for a deduction of weights as directed in the rules.
The committee directed Glenn to draw up minutes for the meeting and to pass them around the club members to make them aware of the rule and the clubs intention to enforce it in the future.
The discussion then continued and it was expressed that the people who had made complaints may not be happy with the decision of the committee.
It was decided that if these people felt unhappy with the committee decision they have the right to go above the committee and call an Extraordinary General Meeting so that all members of the club can be on a decision.
Paul Kilpatrick raised the issue of match fees. Paul felt that the club was being left behind other clubs as we were competing for such small amounts of money.
Glenn said he was not too fussed about the amount of money he was competing for as he simply enjoyed the competition with other anglers.
Glenn added he might be more happy about paying in more each week if the money went towards an end of season social occasion (A few drinks) for all club members.
Other committee members told Paul that the club fees was an AGM matter and that he should draw up a plan for an increase in match fees.
It was suggested that Paul take into consideration where extra cash would go ie in increased match prizes, towards clubs insurance or towards a social kitty.
Paul agreed to do this and present his plan at the next AGM.
