Fast food litter at record levels on Britain's streets - and experts blame the wrong type of BINS

Source - Daily Mail online - 13th November 2014

An in my opinion 19th Aug 2015.  As a photographer I hate to see litter - Litter leaves a lasting impression on the visitor and Whitby's popularity is increasing as a holiday resort.  Having been asked to take pictures by business owners (that are sick of what others get away with) to high light the problems.  I ask...
There must be a better way, wrong sized bins, no bins, over flowing bins, bagged rubbish left out overnight, bins where the lids don't shut, all at the mercy of the gulls.  If the gulls (& crows) can't reach the rubbish, they can't pull it out.
Why so many different types of bins - thimble bins, single cassette, double cassette, (some cassette bins have bin liners, others don't - why?), wheelie bins and dumpsters.  Dumpsters where the lid is left open for gull alfresco dining.
Cassette bins {labour intensive}, for example at the war memorial - (apparently they match the Whitby in Bloom flower pots, whereas a larger wheelie bin cassette doesn't), one after another the individual internal cassette is emptied into a wheelie bin, which is then taken to the truck.
West cliff promenade, above the beach chalets, no fast food outlets but plenty of wheelie bin cassettes, but in town smaller twin cassette bins.
Why not standardize all the bins?
Benches at view points to eat fish & chips, but no bin for the food packaging.
Speed banks, some have bins but others don't, and if they do, they are not emptied.
Bus stops used to have bins, but they don't now.
Why don't the boat owners at Whitby Marina have to recycle, everyone is used to recycling at home.
The 6 'P's' springs to mind - Proper Planning Prevents Piss Poor Performance.
I have written to Councillors Alf Abbott & Joe Plant with my concerns (litter & camper vans), with a link to this page.

Wednesday 7th Sept 2016 - Happy new bin - Gledhill, sadly 'not' next to a bench.  Abandoned cat outside camper van, and plastic bags still in use on Baxtergate.

Tuesday 30th August.

Yes, well the camper-vans are slowly going home.  One had some bear faced cheek - below.
It was asked on social media yesterday, 'Where in Whitby is the poshest place to live?'
It would have to be Whitby Marina.
1) - It is a gated community.
2) - With Wi-Fi and CCTV.
3) - You don't need to re-cycle.
4) - Just bag your rubbish it and dump it in the car park like everyone else.
Bear faced cheek.
This early morning, sea gull pooped camper-van was getting a wash and water top (see hose - not sure it's drinking water!) up before booking into a 'camp site'.
Apparently, according to the owner, a 'Permit' can be bought from the Harbour office to use their facilities for emptying a chemical toilet.  Said he'd come back to Whitby (think the car park was nice & cheap).
Picture
↑ - note the un-branded fast food packaging. Cheap and cheerful (max profit), and no redress for the un-named food outlet - clever.

Think time has come for fast food outlets to take charge of cleaning Whitby's streets - like in Germany.

Thursday 25th August
Got to the top of Gled Hill this morning and I could see the pile of litter next to the Marina car park bin nearest the slipway.
Cliff Street seating area & view point (mind the broken seat) no change from yesterday.
Poundland car park, gull has enjoyed some fine dining.
Classic examples of the 'wrong sized bins', irregular collections, access to litter for gulls is too easy.
Picture
I trust Mike - IDK - Edinburgh - 16 - enjoyed his visit

This has been Tweeted by Scarborough Borough Council over the last few days.

NEVER DROP LITTER

BINS NOT BEACHES FOR YOUR LITTER PLEASE
In my view

If SBC provided sufficient bin capacity around Whitby to cope with modern fast food packaging, and emptied them on a regular basis before they are overfull it would help.

See this mornings pictures SBC.

Wednesday 23rd August
Tip toe through the campsite, nee Marina car park- their nearest bin is 100yds away! - But they are overflowing.

Tuesday 22nd August
Creative parking - in the turning circle.
Benches - litter & no bin!!
Where is 'DINO PARK'?
Seems this fast food traveled a long way, and then discarded at a bench - again with no litter bin!!
Gulls make short work of a free meal & raid bins.

Yesterdays afternoon dog walk to Ruswarp

Ever wondered why only alternate bays are used?  Camper-van owners hate the metal barrier at the end of 'alternate parking bays', as their long vehicles will not fit in these bays, hence the gap left.
Top Tip put metal barriers at the end of all bays.
A member of the public (fellow dog walker) told me yesterday camper-van owners have taken to putting the red & white barriers across these unused bays to stop cars - she pulled one out of the way so a car could park at the weekend  :-))
↓ - These two brazen and opportunistic gulls made the most of a free meal - ↓
Having already made the most of the easy access litter bins (above).
↓ - Fledglings learn at an early age that a plastic bag is a free meal - ↓
Not necessarily potatoes.
And yet there are still plastic bags put out all over town!!

Wednesday 17th August
Food outlets with benches, but no bin.
Bags and boxes appear in alley ways, the SBC hessian sacks are all named and secured to the walls outside the respective premises, which is working well.
And Costa coffee was a picture - time SBC took action, like Westminster City Council did on Starbucks (below).

COSTA

Talking to a nearby business owner this morning who is also appalled at what Costa get away with.

As well as the litter, they have what is called a 'Street Café Licence'. Issued by the local Highways Dept.  This entitles them to have tables & chairs on the highway ie Baxtergate 'when' the road is closed to vehicles. 10 - 4pm - however last night members of the public were still sat at tables, eating & drinking at 17.35 hrs as vehicles were driving by.

area3.whitby@northyorks.gov.uk is the email address for the local Highways dept. re Street Café licence complaints.

Tuesday 16th August
Morning dog walk, when camping & over night sleeping is 'permitted' (it seems) then the litter bins don't have the req'd capacity.
Abbey Wharf, Market Place, cunning gulls have learnt to bob under the fence to retrieve food.
Baxtergate, yet again bins were not emptied so the excess is easy pickings for the gulls.

Monday 15th August
Tip toe through the campsite, nee the Marina car park.  Bags of rubbish littered the area around the Marina dumpster.

Thursday 11th August
Nothing has improved since yesterday, bins still full, gulls have, yet again, pulled contents out in search of food.
Gull walks away "Nowt to do with me"
Marina used oil store - COSHH (Control of Substances Hazardous to Health) is still locked, in the unlocked position, despite the sign saying it's only open during office hours.
Oddies, on Baxtergate, still using plastic bags.
Gull taken onwership of overfull wheelie bin, as chick waits to be fed.

Wednesday 10th August - always a good day for litter pics - street cleaning operatives day off.
Food for thought - When the managers off, the foreman steps up.
When the foreman's off, the charge hand steps up.
But when the street cleaning operative is day off, no one steps down!
Maybe the manager should fill his shoes, then maybe things will change?

Plastic bags still in use and not the hessian sacks hence the gulls have had another field day ripping them open overnight.

Questions to Whitby Town Council & Scarborough Borough Council

Where do you think these campervans empty their chemical toilets?

Where is the nearest 'service point' for chemical toilets?

Tuesday 9th August

Monday 8th Aug - Sunday was particularly windy, so the litter pulled (by the gulls) from the easy access litter bins is now everywhere, including floating in the harbour - beach bound.  Plastic bags are still in use, which are ripped open by the gulls.
Again I ask - Why don't the boat owners are Whitby Marina recycle?
Still don't get how Costa can produce so much waste, maybe TV chef Hugh Fearnley-Whittingstall should be on the case? Far more than the wheelie bin provided - dumpster maybe!

Friday (5th Aug) afternoon, en-route to Whitby Steam rally, yesterdays bins still haven't been emptied.
Saturday mornings dog walk, and its not any better as the gulls have had a field day in the bins.
"Whitby in Bloom"
Whitby in Blooming litter more like!

Friday 5th August 2016
Whitby's litter problem continues from yesterdays photographs (below)
Gulls empty the full bins (full from yesterday) onto the pavement in search of food.
The 'super strong' hessian sacks (supplied to SBC Customers) seem to be working well.
Dog owners that pick-up, but refuse to carry the bag of poo leave it, with the 'intention' of picking up on their return, still there after 5 days!

Thursday 4th August 2016
Having recently returned from two weeks in Scotland & the Isle of Skye - no litter, no overflowing bins, dumpsters, or bags of rubbish left out overnight at the mercy of the gulls.  Appalled at what I seen this last week, on the morning dog walk.

Wednesday 27th April 2016
Another week and more of the same on the morning dog walk.
Booze Buster leaves bagged rubbish out overnight, next morning it's all over Baxtergate.
Household rubbish also bagged up and left overnight is ripped open by the gulls.
Marina oil recycling depot is now locked (as it should be) but drums of used oil are now left outside, outside office hours.
Caedmon fence & gate in need of attention.
Church garden waste fills public litter bin, a regular occurrence in the summer.
Marina dumpster is overloaded #again.
Yorkshire Bank leaves bagged rubbish out overnight and it's all over Baxtergate the next morning.

If premises don't have provision for a wheelie bin then alternative arrangements should be provided.  But leaving bagged rubbish out overnight just causes more work for the already stretched SBC manpower.
Ben Laws, Javà Cafè, has been trialing a heavy duty re usable gull proof bag now for 2 yrs, yet it's not issued to any others.
Maybe a central, locked dumpster for these premises/businesses is the answer?

Thursday 7th April - Wednesday 13th April 2016
Been an interesting week as we move into the holiday season & the gull breeding season.
Marina oil disposal store is open 24 hrs a day, locked, but unlocked, despite the sign.
Litter bin went missing on Prospect Hill (good job the students were off school) as bins started to overflow Gledhill Bank and Marina car park.  Modern fast food packaging too big to fit in the bin.
Marina dumpster, a scene regularly seen, question is (again) why don't the boat owners recycle their waste?
In fact is it all their waste?  There is CCTV there!
Being in such a public place, could it be that members of the public have learnt of a close place to lose their unwanted rubbish?  As opposed to The recycling centre, Discovery Way, Whitby Industrial Estate.
The gull numbers are increasing, as its the breeding season.  Bin liners of rubbish left out overnight are at the mercy of the ravenous gulls.  Ripped open and the contents spill out onto the street, making extra work for the street cleaners (who do an excellent job).
Re-usable Hessian bags have been on trial for over a year now by WSAA member Ben Laws, Java Cafè, but no advancement on issuing them to those that need them who have no wheelie bin.
As the season progresses expect more of the same.

Easter weekend 2016

Why is there no recycling at Whitby Marina?

It isn't an industrial / business park, and therefore is no different to an Whitby & district household.

Thursday 17th September 2015 - morning dog walk

This camper van has been here for a while now, washing hanging from its roof rails, window open.  Gull with a broken wing, probably feeding on the litter under the benches.  Those two containers, are they full of engine oil and how much longer will they be there?  And Prospect Hill bin was finally emptied!!

Wednesday 16th September 2015 - morning dog walk

Tuesday 15th September 2015 - morning dog walk

Mc Donalds fast food packaging (well travelled Scarborough perhaps) litters the ca park 20 yards from a serviceable litter bin.  Oil still leaks from the dumpster.  Bin bags on the streets litter in creative places, due to no litter bin nearby, and Prospect Hill, morning and late afternoon.

Monday 14th September 2015 - morning dog walk

God only knows what was dragged over the car park and stuffed in the bin, looked like a cross between nappy enzymes and rock wool, but the bin was full of it.  Good night out means litter discarded all over.  Prospect Hill bin still full.

Saturday 12th September 2015 - morning dog walk

NO OVERNIGHT CAMPING - what a joke - the sign says it all, and it's ignored.  Benches & no bins, blue bag, although with less of its original contents is still on the dock side.  Prospect Hill cassette bin gets fuller.  Some SBC employees no longer report full & overflowing bins to their superiors.  Why, you ask.  Simple, the manager having received that phone call dispatches 'AN Other' telling them 'X' has reported it.  Consequently 'X' gets it in the neck for getting them extra work!!  The manager is in the wrong as he doesn't need to name 'X' in order to get a job done.

Friday 11th September 2015 - morning dog walk

Camper vans, useless thimble bins overflowing and at last the twin cassette bins around the War Memorial have been replaced with wheelie bins, however there is only four, still not enough.  Harbour view used to have a dumpster, now it has to wheelie bins and we can all see the excess!  Gulls, in the market place try their luck with a black bin bag.

Wednesday 9th September 2015 - morning dog walk

Camper vans wherever you look. Benches & no litter bins as young gulls try their luck.  Station Square is not the responsibility of SBC to clean, it gets cleaned once a week, on a Wednesday!  In the mean time it's at the peril of the elements, and gets blown all over.

Tuesday 8th September 2015 - morning dog walk

Camper vans, benches & no bins, business waste adorns the streets, and that blue bag of liter is still on the dock side from the 3rd.

Monday 7th September 2015 - morning dog walk

Camper vans, overflowing bins, benches & no bins, and business waste on streets.

Saturday 5th September 2015 - morning dog walk

Excessively large camper van ignores signage, benches & no bins, and blue bag is still on dock side.

Thursday 3rd September 2015 - morning dog walk

Despite texting an SBC manager, oil still leaks from the marina dumpster, benches & no bins, keep an eye on the blue litter bag on the dock side, overly full wheelie bin (couldn't that card board go back on the delivery van?)

Wednesday 2nd September 2015 - morning dog walk

Lay-by opposite Caedmon school, a favourite spot for people to use the litter bin.  On this occasion full of unwanted egg trays.
It was bound to happen, the marina oil recycling store is locked when the office is closed, so someone has dumped their oil/oil filters in the dumpster.  The dumpster has a drain hole from which ouses the oil.
Blue bag of litter still on the quay side.  Lovely high tide this morning.

Tuesday 1st September 2015 - morning dog walk

Blue bag of litter is still on quay side, overflowing bins.

Bank Holiday Monday 31st August 2015 - morning dog walk

Lovely still morning and very quiet, loved the reflections on the water of the coble.  When I saw the Marina dumpster I wondered if I was really in Whitby?  The morning walk didn't get any better.

Late afternoon dog walk

Across the fields and down to Ruswarp, hope the car driver enjoyed driving home in a clean car.  The aptly named McCafe (muck/litter) cups at the side of the road.  Benches should have a bin next to them.  Spotted this new sign "Vehicles must fit within the confines of the parking space" - obviously the camper van does not.
Absolute amazement when I got to the marina dumpster, oh and the smell from the over ripe mackerel.  Had to wait my turn to take photos.  16.31 hrs and the car parks were all full.

Saturday 29th August 2015 - morning dog walk

Camper vans a plenty, well over 30 this morning.  That's a loss of £450 to a local campsite at £15/night.

Wednesday 26th August 2015 - morning dog walk

Building up to Bank holiday weekend, camper vans enjoying a free night.  With the marina oil recycling enclosure locked, drums of old oil appear next to dumpster.  No bins outside The Cabin & Pizza shop revelers leave litter.  Bins are just full enough for the gulls/crows to pull rubbish out.

Tuesday 25th August 2015 - morning dog walk

Gledhill, marina single cassette bins overflowing (irregular collections & too small) car parks still accommodating overnight sleeping.  Windows open, sky dishes still upright, leveled vans and steps still out.  Interesting to see parking spaces next to marine dumpster fenced off.  Grape Lane is an absolute picture, gull scurries off from grime scene!

Can't make my mind up - colour or black & white?
Seen so many get tickets issued here, bottom of Gledhill. Can only surmise it's because of the beige paving slabs (which indicate a pedestrian crossing) is blocked. Yet all the kirbs in this area are 'dropped'.
Overflowing bins, Marina dumpster has been full since saturday, Grape lane is an absolute disgrace.  How do businesses get away with leaving flimsy bin bags out overnight?

Thursday 20th August 2015 - morning dog walk

It's a cheap holiday for camper vans when the overnight location is free.  16" pizza boxes render a twin cassette bin full.  Popped to the fishing tackle shop to collect an order, amazed (well not really) at the mess on Grape Lane, the gulls flew off.  Leaving food waste out over night is asking for a trouble, as are overfull bins.  Market place was a mess, as were the steps past the old dance school (tip off from a local en route to work).  Love the strap on the green bin, very innovative.

Wednesday 19th August 2015 - morning dog walk

Oil recycling store is open when office is open but doesn't stop the owner of this container leaving it outside.  Dumpster, one is clearly not enough.  Ladbrokes disowns its bags of betting slips (3 doors down, why not leave it outside its shop?), why not recycle the paper?  (Where those bags are, there used to be a twin cassette bin)  British Heart Foundation's bin back on the high street and more bagged rubbish left out overnight.
Co-Op thimble bin 15.30 hrs approx. on a visit to the post office.

Tuesday 18th August 2015 - morning dog walk

Random articles left in car park and on Baxtergate, cassette bin rendered useless by over sized fast food packaging.  Another bench without a bin (Hangover Terrace) but a good spot to eat a takeaway, but there used to be a bin here.  Bagged rubbish left out overnight.

Monday 17th August 2015 - morning dog walk

All calm & quiet, rides all set up down the west pier.
Afternoon dog walk to find a suitable location to take photographs of Regatta fireworks, overflowing bins, any suitable ledge utilized for peoples rubbish (access to bins by fish quay was impossible due to retailers selling goods) litter floating in the harbour, wrong bin overflowing behind Poundland.

Sunday 16th August 2015 - morning dog walk

Saturday 15th August 2015 - morning dog walk & a summary of the week below

Well at least it's not raining & it's Whitby Regatta this weekend.

Bins from Gledhill to Whitby marina are still full, camper vans making use of all the available cheap free parking.  You can understand why the local hoteliers and campsites are up in arms.  For example - The 'new parking spaces' near Coates Marine are 24 hr spaces, with a 1.5 tonne weight limit, but regularly full of camper vans - which locals have noted exceed that weight limit.
If SBC is to continue to allow overnight sleeping in camper vans in Whitby's car parks, where do they empty their chemical toilets? There is no 'service point' or a dedicated chemical toilet disposal station as all campsites have.
On campsites tents/camper-vans/caravans have to be 6 metres apart, and have a fire bucket outside.

Car park that was littered yesterday is getting an early morning sweep.

The every increasing ingenuity of places to leave bagged rubbish (Endeavour Wharf car park), next to a Pay & Display machine, why isn't there a bin here?

Thimble bin full in Station Square demonstrates the wrong sort of bin utilized as in link above from Mail online.

More bagged rubbish left overnight for the gulls to peck open (Flowergate).

Tired and broken bin on Flowergate.

British Heart Foundation's bin is 'still' on Baxtergate but been refilled.

Costa Coffee, (a recent new business to Whitby) has more rubbish (again) than the size of bin.  A 'blue' bin as we locals know is for recyclable rubbish, but the sequence of photographs would say it contains otherwise.

How & more importantly why does Wetherspoons get away with that constant eyesore?

If anyone has watched 'Poundland Wars' on TV this week, the Scarborough branch has been the star.  Even they have a cardboard compacting baling machine.

But one of the most noticeable things is the Marina dumpster, emptied everyday (rest of us make do with a collection every fortnight).  The sheer volume of rubbish from the marina should tell everyone that there is a need for two dumpsters.  But why?  Every household in Whitby has to recycle (except holiday lets {still to this day don't understand that one either} - which are classed as a business and should have a green bin with an orange lid - a trade bin) so why don't the boat owners at Whitby Marina recycle?  They are no different to campers on a camp site nor any of Whitby's residents.  Every campsite I've ever stayed at has a strict recycling regime. Time for change SBC?

No doubt there will be households saying 'I've been fined for a bin where the lid doesn't close.'  Received a warning or their bin hasn't been emptied because it is too full.

Why are there no litter bins outside the fast food outlets opposite the Co-Op?  The Fish Box has one round the side of the building, which I call the 'potty' as that's what it looks like when it's unlocked and the lid is up.

Church street, there are benches for people to enjoy the view whilst they eat their fish & chips - but no litter bins?

When you see (at bottom) the Good Friday photographs - consider a German idea where fast food outlets have to supply a street cleaner to pick up & collect their branded packaging.
A simple formula based on rate-able value and gross turnover determines how many staff must be dedicated, for x hours per day, to collecting branded rubbish within a 100 meter radius of each outlet.  Food for thought SBC

Saturday afternoon and the bins are already under strain.  Gulls are that tame they wait to be fed.  Bin is still outside British Heart Foundation, with extra bagged rubbish and public litter spills out.  Oddies have put their rubbish out, and it's only mid afternoon.

Friday 14th August 2015 - morning dog walk in the rain

Hope 'they' enjoyed driving home in their 'clean' car.  Fish & chip boxes, soiled nappy, lynx, tissues and other rubbish deposited in the car park (30 yds to nearest bin!!).  Gentleman from Beacon farm was less than amused, but said he'd get it cleaned up.

The photograph on the right is a library photo taken a while ago when the Harbour View had a dumpster.  One dumpster could not cope, yet now I see 2 wheelie bins and loads of rubbish piled between them.  Just doesn't look good, it's an eyesore.  See 12th May 2015 below.
